A
state report found Suffolk County Child Protective Services did not open any investigations involving 7-year-old Jor'Dynn Duncan in the year before her death because reports received by the state did not contain enough credible evidence to warrant an investigation.
State officials said Jor'Dynn was removed from the custody of her biological mother in 2019 due to alleged drug use and was placed in
foster care with a family friend, where she remained for five years.
The report also details allegations that Jor'Dynn's foster mother allowed unsupervised contact between the child and her biological mother, despite a court order prohibiting such visits.
In 2024, Jor'Dynn was placed in the care of her father's fiancée, Emily Kelly. Authorities allege the child suffered severe abuse while in that home.
Kelly has been charged with Jor'Dynn's murder. Kelly's mother and daughter have also been charged in connection with the case.
The child's death remains under investigation as criminal proceedings continue.
